US sanctions eight Nigerians over links to Boko Haram, cybercrime

The United States has frozen the assets and properties of eight Nigerians accused of having links to the Islamic sect, Boko Haram, and the Islamic State of Iraq and the Levant.

This was contained in a 3,000-page document dated February 10, released by the United States Treasury’s Office of Foreign Assets Control and sighted by the correspondent on Monday.

The document also identified individuals sanctioned for cybercrime-related offences and other security threats.

The pronouncement comes on the heels of recent recommendations by the US Congress for visa bans and asset freezes on persons and groups accused of violations of religious freedom and persecution of Christians in Nigeria.

The former Governor of Kano State, Rabiu Kwankwaso; the Miyetti Allah Cattle Breeders Association of Nigeria; and Miyetti Allah Kautal were recommended by United States lawmakers for visa bans and asset freezes.

The OFAC document, titled “Specially Designated Nationals and Blocked Persons List,” detailed individuals of other nationalities and entities whose assets had been frozen, serving as a reference tool.

It also provided notice of actions taken against Specially Designated Nationals, whose property and interests were blocked as part of counter-terrorism efforts.

According to OFAC, the move forms part of its broader efforts to block the property and interests of Specially Designated Nationals and prevent financial dealings with them.

“This publication of Treasury’s Office of Foreign Assets Control is designed as a reference tool providing actual notice of actions by OFAC with respect to Specially Designated Nationals and other persons (which term includes both individuals and entities) whose property is blocked, to assist the public in complying with the various sanctions programmes administered by OFAC,” the agency said.

Among those listed is Salih Yusuf Adamu, also known as Salihu Yusuf, born on August 23, 1990, in Nigeria. Yusuf was identified as having ties to Boko Haram and was reported to hold a Nigerian passport.

Yusuf was among six Nigerians convicted in 2022 for setting up a Boko Haram cell in the United Arab Emirates to raise funds for insurgents in Nigeria. The six men were convicted in the UAE for attempting to send $782,000 from Dubai to Nigeria.

Another individual, Babestan Oluwole Ademulero, born on March 4, 1953, in Nigeria, was designated under SDNTK sanctions. He appeared under several aliases, including Wole A. Babestan and Olatunde Irewole Shofeso.

Also designated was Abu Abdullah ibn Umar Al-Barnawi, also known as Ba Idrisa. He was reportedly born between 1989 and 1994 in Maiduguri, Borno State, and was flagged under terrorism-related sanctions.

Abu Musab Al-Barnawi, also referred to as Habib Yusuf, was listed with varying birth years between 1990 and 1995. He was identified as a Boko Haram leader and sanctioned under terrorism provisions.

Khaled (or Khalid) Al-Barnawi, whose name appeared twice in the publication, was born in 1976 in Maiduguri, Nigeria. He was linked to Boko Haram and listed under several aliases, including Abu Hafsat and Mohammed Usman.

Ibrahim Ali Alhassan, born January 31, 1981, in Nigeria, was listed with a Nigerian passport. He was reported to reside in Abu Dhabi, United Arab Emirates, and was linked to Boko Haram.

Abu Bakr ibn Muhammad ibn Ali Al-Mainuki, also known as Abu-Bilal Al-Minuki, was born in 1982 in Mainok, Borno State. He was identified as having ties to ISIL.

Nnamdi Orson Benson, born March 21, 1987, in Nigeria, was listed under CYBER2 sanctions and was reported to hold a Nigerian passport.

The inclusion of these names in the OFAC list highlights Washington’s continued focus on countering terrorism financing and cyber threats.

The sanctions mean that all property and interests of these individuals within US jurisdiction are blocked, and US persons are generally prohibited from engaging in transactions with them.

Nigerians listed under the US Treasury sanctions face asset freezes under Executive Order 13224.

The United States officially designated Boko Haram a foreign terrorist organisation in 2013. According to the US State Department, the group is responsible for numerous attacks in the northern and northeastern regions of the country, as well as in the Lake Chad Basin in Cameroon, Chad, and Niger, that have killed thousands of people since 2009.

The US Secretary of State determines countries that have repeatedly provided support for acts of international terrorism.

Such countries are designated under three laws: Section 1754(c) of the National Defense Authorization Act for Fiscal Year 2019, Section 40 of the Arms Export Control Act, and Section 620A of the Foreign Assistance Act of 1961.

In October 2025, for the second time, US President Donald Trump announced that Nigeria would be added to the US Department of State’s list of “Countries of Particular Concern.”

Trump, in a post on X, explained that Nigeria would be placed on a religious freedom watchlist, alleging that Christians were facing persecution and being killed by Muslims.

Nigeria was first designated as a Country of Particular Concern in 2020 under President Trump, but former President Joe Biden removed Nigeria from the list shortly after assuming office. (The Punch)

A mammoth crowd welcomed the presidential candidate of the Nigerian Democratic Congress (NDC), Peter Obi, as he made a triumphant entry into Benin City, Edo State, despite a warning earlier issued by Governor Monday Okpebholo.

Obi’s arrival has continued to generate reactions across the state, with supporters turning out in large numbers to receive the former Anambra State governor.

The development comes amid heightened political attention in Edo, as Obi’s visit appears to have tested the resolve of the state government following the governor’s earlier warning.

Videos from the event showed enthusiastic supporters chanting and cheering as Obi arrived in the city, further fueling discussions over his growing political presence and the significance of the visit.

Governor Okpebholo, had on July 18 2025, warned the NDC candidate against visiting Edo State without prior notification and official security clearance.

The governor’s decision sparked backlash from concerned citizens, who argued that the former Anambra State governor has the right to visit any state in Nigeria.

However, Obi on Wednesday stormed Benin City, the Edo State capital, to join Catholic faithful, clergymen and other dignitaries at the service of songs and other funeral activities in honour of the late Archbishop of the Catholic Archdiocese of Benin City, Most Rev. Augustine Obiora Akubeze.

A viral video showed a large crowd excited supporters welcoming Obi into the state.

Hundreds of residents were seen lining the streets at night as Obi’s convoy made its way towards the Holy Cross Cathedral.

The development has continued to generate reactions on social media, with some netizens questioning the silence of Edo State Governor, Monday Okpebholo, following Obi’s arrival.

Popular television host, Rufai Oseni, in a post on his official X handle, wrote, “Dear Okpebholo, Obi is in Edo oooo.”

Similarly, social media commentator Benkingsley Nwashara said Obi’s arrival was unannounced, yet residents turned out in large numbers to welcome him.

“Word quickly spread that Obi was in town. Edo youths left their homes at night, gathered in large numbers, and turned up to welcome and celebrate him.

“No campaign announcement. No mobilisation. They simply heard Peter Obi was around and showed up,” he wrote on X.

Another influencer, Manju Vic, wrote, “Hello Nigerians, D7 told Peter Obi not to set foot in Edo.

“Peter Obi went to Benin, walked through the streets, and hundreds of people came out to give him a triumphant entry.”

Similarly, an X user Freeman (@freeman_stv) said the crowd was visibly excited to see Obi, with many residents gathering around him to take pictures.

“The crowd was so excited to see him. Many people gathered around, taking pictures and trying to get close to him.

“It even took Peter Obi some time to enter the venue because of the huge crowd. This man is really loved,” he wrote.

ICPC exposes Payroll Scandal: Official paying 14 family members, another worker collects 13 salaries

The Independent Corrupt Practices and Other Related Offences Commission has uncovered cases of ghost workers allegedly inserted into government payrolls, including an official who enrolled 14 members of his family and another who allegedly collected 13 salaries.

The ICPC Chairman, Musa Aliyu, disclosed this on Thursday in Abuja while delivering the keynote address at the 2026 Economic Confidential Lecture and National Spokespersons Award, organised by Image Merchants Promotions Limited.

Aliyu said the commission’s investigation into ghost workers had exposed how individuals manipulated government payroll systems to receive multiple salaries.

He said, “We discovered that one person enrolled 14 members of his family. He lived in a religious hotel, a hotel at the public office, receiving salaries.”

The ICPC chairman added that another individual allegedly enrolled his wife, daughter, son and other family members and received 13 salaries.

“Another person enrolled his wife, his daughter, his son, and others and was receiving 13 salaries,” he said.

Aliyu said the commission had also identified about 900 suspected ghost workers and published their names, challenging them to prove that they were genuine employees.

“We now secured income of about 900 ghost workers, which we published their names in papers,” he said.

He explained that the commission subsequently spent about a year investigating the suspected ghost workers, uncovering the methods used to insert fictitious names into government payrolls.

“We spent one year, one single year, on ghost workers,” Aliyu said.

According to him, in some cases, the names of the alleged ghost workers appeared on official payrolls with email addresses, while the bank account details were linked to other individuals.

“When they insert their names, you will see their name in the payroll. You will see their email. But when you check the account number, you will see the name of the person. So, that is how these things have been done,” he explained.

Aliyu warned that the consequences of ghost workers extended beyond salaries, saying fraudulent entries could also result in ghost pensions, housing, health insurance and other benefits.

“Because, you know, once there is a ghost worker, there is ghost pension, there is ghost mortgage, there is ghost housing fund, there is ghost health insurance,” he said.

He said the commission’s intervention was aimed at protecting public resources and strengthening the economy, noting that fraudulent payroll practices imposed additional costs on the country.

The ICPC chairman also disclosed that the commission recovered more than N24bn in ghost pension funds in 2024.

“In 2024, we recovered over N24 billion ghost workers pension,” Aliyu said.

He said the commission had adopted cross-agency collaboration and other preventive measures to tackle corruption and recover government resources.

Aliyu stressed that the commission was increasingly focusing on preventing corruption and ensuring that government projects were properly executed rather than relying solely on criminal prosecution.

He said, “It is better for us to do that than to engage in filing criminal charges. How many charges can we file?”

The ICPC chairman said the commission had recovered or secured government resources through interventions in projects and other areas, stressing that the ultimate objective was to ensure that Nigerians benefited from public expenditure.

He also called for greater use of data and technology in combating corruption, saying effective communication and access to reliable information were essential to building public confidence in anti-corruption efforts.

Earlier, the Chief Executive Officer of IMPR, Yusha’u Shuaib, said the lecture was organised to promote stronger governance through transparency, accountability and professional communication.

Ahead of the imminent inauguration of the Enugu International Hospital, Governor Peter Mbah of Enugu State has undertaken a tour of the facility, declaring that Enugu State was ready to welcome the world.

Mbah said the hospital was now fully installed with state-of-the-art medical equipment and would help to reverse medical tourism out of the country, ensuring that the state secures a large chunk of the multibillion-dollar market.

Fielding questions from newsmen on Thursday evening after a pre-launch walkthrough of the facility situated at Rangers Avenue, Independence Layout, Enugu, Mbah said the hospital was a product of a deliberate health agenda.

“If you recall our manifesto during our campaign for office, we made it clear that we were committed to making Enugu a medical tourism hub on the continent.

“We knew the size of that market and wanted to have a good share of that market. But we knew also that it was never going to be wished into existence.

“We knew that we needed to do things differently and build a world-class facility and, most importantly, attract top-notch professionals to provide services. We cannot wait to welcome the world to Enugu,” he stated.

Mbah regretted that there was just about one functional location for PET Scan services in the country, but noted that the hospital would now bridge the wide gap in advanced medical services in the country.

“We have quite a lot of Ndi Enugu, and Nigerians who travel to India, Turkey, the United States, and the United Kingdom to seek medical attention. So, what we are asking for is just a fraction of what they would have spent overseas for the same quality services,” he said.

“We felt that if we want to compete globally, then we must also have the ability to provide advanced oncology services. Therefore, we are not only able to give you an advanced diagnosis, but we’re also able to treat. So, both diagnostically and therapeutically, the place to come to is right here in Enugu.

“We have also received an outpouring of interest from our healthcare professionals in the diaspora. Some of them were doing well here at some point and now went overseas to practice. They are now happy to come back home and give back to the society that nurtured them. We are excited about that,” he stated.

He added that the Enugu International Hospital would equally engage in telemedicine as one of its areas of strength.

“Of course, you may be in love with the building and the equipment, but you should also engage professionals from across the globe. You see this in our commitment to telemedicine, digital and electronic medical practices and equipment,” he explained.

He emphasised that the hospital was part of his administration’s agenda for the health sector as a major part of his government’s vision to grow the state’s economy from $4.4bn to $30bn, and ensure high quality and increased life expectancy for the people.

“If you look at our intervention in the healthcare sector, from the primary healthcare to the secondary, tertiary, and now the quaternary, it is intentional.

“We are investing heavily in security and healthcare because we know that these are what investors would ask you: ‘Am I safe? If I fall sick, would I have a place where I can get quality medical attention?’” he said, adding that the hospital would also create jobs.

Speaking, the Chief Executive Officer, Prof. Sam Agwu, listed six specialty areas the hospital would provide services in once commissioned.

“We have earmarked six specialty centres here. In the Cancer Centre, we are going to provide medical, surgical, and nuclear medicine therapeutics and diagnostics.

“Then we are going to have the Heart and Vascular Centre of Excellence to deal with all heart problems and open-heart surgery, as you may know; cardiology consultation and diagnostics, electrophysiology and arrhythmia care, coronary care and acute cardiac pathways, interventional cardiology and cath-lab procedures, heart-failure and cardiac rehabilitation clinics, and of course vascular assessment and collaborative surgical care.

“We are going to have the Neurosciences Centre where we will deal with stroke, epilepsy, brain and spine tumours, neurosurgical procedures, among others.

“We are going to have a Renal and Transplant Centre of Excellence covering full kidney, chronic kidney disease clinics, early nephrology review, dialysis support and transplant assessment.

“Then, apart from all the centres of excellence, we are going to have wellness and regenerative medicine, while the usual departments that you know of – mother and child, general surgery, ENT, dental, ophthalmology, among others – will all be here.

Former Chairman of the Nigerian Medical Association, Enugu State, Dr. Sunday Nwafor, hailed the milestone, saying the hospital would promote brain gain by reversing the mass exodus of medical doctors from the country.

“Going forward, our doctors have a place of international standard where they can practice with state-of-the-art equipment and also earn well,” he said.
