Oruku-Umuode communal conflict: Enugu govt nullifies harmonised boundary agreement

The Enugu State Government has nullified a hitherto gazetted Harmonised Boundary Agreement signed by two warring communities- Oruku and Umuode.

The two neighbouring communities have not known peace for years despite intervention of successive administrations in the State.

Several lives and properties have been lost to mayhem being unleashed in the area.

Upon assumption of office, the immediate past administration of Governor Ifeanyi Ugwuanyi initiated moves to reconcile the communities.

Part of such moves was the gazetting of an agreement said to have been reached by the communities.

However, the killings continued unabated until the end of the Ugwuanyi administration.

It was learnt that before Ugwuanyi left office, his administration gazetted a counter document invalidating the boundary agreement.

The immediate past Governor signed the document on May 26, 2023.

The document obtained in Enugu reads:

“Oruku and Umuode Communities have been engaged in bitter communal hostilities for over 3 decades;

“Attempts had been made by past administrations both military and civilian to stop the lingering war and hostilities between the communities, notably Navy Captain Adewumi Agbaje, Col. Sule Ahman and Governor Sullivan Chime administrations;

“The Oruku and Umuode Communities allegedly entered into an updated Boundary Harmonisation Agreement;

“By virtue of the alleged Harmonisation Agreement, a Technical Committee (TC) was constituted to carry out a survey of the old Oruku communal land, demarcate and apportion same at the ratio of 70:30 to Oruku and Umuode communities respectively in line with the said Agreement. The TC produced a boundary survey plan of the old Oruku communal land which was annexed to the Agreement as Appendix A:

“The said Boundary Harmonisation Agreement between Oruku Community and Umuode Community was published in the Executive Order No. 1 of 2023, Enugu State Official Gazette number E.S.L.G No. 1 dated the 10th day of October 2019;

“Following the publication of the Harmonisation Agreement in the State official Gazette, there has been incessant breakdown of law and order and breach of the peace in the area manifested in the gruesome killing of HRH Igwe Emmanuel Chidiebere Mba, the Traditional Ruler of Oruku community on 26th December, 2020, Chief Samuel Ani, the Vice Chairman, Caretaker Committee of Oruku Town Union, on 24th February, 2021;

“As investigations into the killing of HRH Igwe Emmanuel Chidiebere Mba, the Traditional Ruler of Oruku community and Chief Samuel Ani, the Vice Chairman, Caretaker Committee of Oruku Town Union, were ongoing, several other killings, maimings, burning of houses and destruction of farm land were taking place;

“The Government of Enugu State also created Aguikpa autonomous community as part of the measures to enthrone peace and harmony in Oruku Community but this did not curb the tide of killings and arson.

“AND WHEREAS the security and welfare of the people is the primary purpose of Government.”

He then ordered that: “I, Rt. Hon. Ifeanyi Lawrence Ugwuanyi, Governor of Enugu State in Exercise of powers conferred on me by Section 21(1)(a) of the Interpretation Law Cap. 98 Revised Laws of Enugu State 2004 and all other POWERS enabling me in that behalf hereby order the following-

“The publication in the Enugu State Official Gazette number E.S.L.G No. 1 dated the 10th day of October 2019, the Boundary Harmonisation Agreement between Oruku Community and Umuode Community is hereby set aside, nullified and cancelled.

“The cancellation of the survey of the old Oruku communal land by the technical committee, and consequent demarcation and apportionment of the old Oruku communal land at the ratio of 70:30 to Oruku and Umuode communities respectively.

“The creation of Aguikpa autonomous community is cancelled and nullified.

“The people of Oruku, Umuode and Aguikpa communities shall maintain the status quo prior to the publication of the alleged Harmonisation Agreement in the Enugu State Gazette.

“The people of Oruku and Umuode communities should evolve autochthonous peace building mechanism to resolve their differences amicably.

“GIVEN UNDER MY HAND this 26th day of May 2023. RT. HON. IFEANYI UGWUANYI, Governor of Enugu State.”

Catholic Bishop shot dead

A Catholic bishop appointed to a central region of Mozambique by Pope Leo XIV was shot dead at home Saturday in what the country’s episcopal body called “mysterious circumstances”.

Bishop Osorio Citora Afonso, 54, was shot in the chest “probably with a single bullet”, a spokesman for the criminal investigations bureau, Maximino Amilcar, told reporters outside the senior clergyman’s residence in the city of Quelimane.

He described the killing as “murder by gunshot”, adding that “it is not easy at this time to give details”.

The Vatican said the pope had “learned with deep sorrow of the grave act of violence that led to the death of His Excellency, Monsignor Osorio Citora Afonso”.

Mozambican President Daniel Chapo issued a statement expressing his “deep sadness” at Afonso’s death, calling it “an irreparable loss for Mozambican society”.

Around a quarter of the population in the African country, a former Portuguese colony, is thought to be Catholic, based on the last census taken nearly a decade ago.

Afonso, born in Mozambique, served in the Democratic Republic of Congo and in Italy, then as auxiliary bishop in Maputo in 2023 before being made a bishop the following year.

In July 2025, Pope Leo transferred him to the diocese of Quelimane.

The Episcopal Conference of Mozambique said Afonso was “found lifeless and in mysterious circumstances that need to be made clear”.

Police rescue ex-Power Minister Adelabu’s Sister, Twin Sons from kidnappers

Operatives of the Nigeria Police Force have rescued Mrs. Olaide Busayo Adegoke John-Paul and her 12-year-old twin sons, Peter and Paul, following a rescue operation that culminated in a gun battle with suspected kidnappers.

Police sources said the operation was carried out on Saturday evening at about 7:30 p.m., leading to the safe recovery of the victims, who had been held captive since their abduction earlier in the week.

Mrs. John-Paul, who is the younger sister of former Minister of Power, Adebayo Adelabu, and her twin sons were reportedly kidnapped at about 7:30 a.m. on June 3 while travelling to drop the children at school.

According to security sources, police operatives tracked the kidnappers through sustained intelligence gathering and coordinated tactical operations.

The pressure mounted by security personnel reportedly forced the suspects into a confrontation with officers.

During the exchange of gunfire, two suspected kidnappers were killed, while two firearms were recovered from the scene.

The victims were rescued unharmed and have since been reunited with their family.

Security agencies have launched a manhunt for other members of the kidnapping syndicate believed to have escaped during the operation.

Investigators suspect some of the fleeing suspects may have sustained gunshot injuries.

The police have not yet released an official statement detailing the circumstances surrounding the rescue operation, the identities of the suspects, or the exact location where the victims were rescued.

The abduction and subsequent rescue have drawn public attention due to the victims’ relationship with Adelabu, a prominent political figure and former cabinet member.

Security operatives are continuing investigations as efforts intensify to apprehend the remaining members of the gang and dismantle the wider kidnapping network.

Kidnappers of ex-army general release video, demand release of detained members, livestock

The abductors of retired Major General Rabe Abubakar, former Director of Defence Information, and his wife released a video on Saturday showing the couple in captivity.

The couple were abducted along the Marabar Musawa–Kafinsoli road in Matazu Local Government Area of Katsina State, near Zakin Baure village.

In the four-minute video circulated on social media, the wife of the retired general was seen conveying the abductors’ demands, Daily Trust reports.

The demands included the release of three of their members identified as Sani, Aminu and Nasiru, as well as the return of livestock allegedly seized from them.

According to her account, two of the detained individuals were arrested in Jikamshi while the third was arrested in Kano.

She also appealed to the Katsina State Government and leaders of five local government areas to facilitate compliance with the demands to secure their release.

The retired general, who spoke briefly in the video, called for efforts to ensure peace, adding that the abductors had expressed interest in dialogue and peaceful coexistence.

Daily Trust also reports that notorious bandit leader Kachallah Muhammad, who operates in parts of Katsina State, had reportedly established communication with the family of the retired general.

As of the time of filing this report, neither the Katsina State Government nor security agencies had issued an official statement on the video.
