NDDC Foreign Scholarship: Boosting Human Capacity for Niger Delta

Over the years, scholars have advanced the idea that Human Capacity Building feeds the complex web where education, innovation, growth and employment are interlinked.

For an interventionist agency such as the Niger Delta Development Commission, NDDC, there is a tendency to focus more on infrastructural development.

However, it is people that build infrastructure. So, while investing in infrastructure, development agencies are advised to also build the human resource to drive physical development and growth.

Against this background, the decision of NDDC to build human capacity through its Post-Graduate Foreign Scholarship Programme for indigenes of the Niger Delta region is one of the best things to happen to the people of the region.

According to a candidate who participated in the qualifying test for the NDDC scholarship programme, Mr. Wisdom Ephraim, the foreign scholarship is a boost not just for young graduates but for the entire Niger Delta, because it would give the youths the opportunity to further develop themselves and acquire technical expertise for the benefit of the people of the region.

Ephraim, who is looking forward to enrolling for a Masters Degree in Global Energy Leadership, affirmed that the NDDC made the right decision to build the capacity of the youths, rather than focusing only on infrastructure.

Another graduate who is eager to study Environmental Engineering at the Masters level, Mr. Firima Gbara, commended the NDDC for giving the Niger Delta youths the opportunity of having an enriching global experience through education.

He acknowledged: “The examination was very transparent; I hope I will be selected for the scholarship and I will come back to Nigeria and develop my area of discipline.

Gbara expressed confidence that the foreign scholarship will give the beneficiaries the opportunity to widen their horizon and expose them to international best practices.

Giving her own perspective, Miss Pamela Isikema, who wants to further her studies in law at the Swansea University, United Kingdom, said the NDDC was giving the youths an opportunity to advance their knowledge and improve themselves.

She observed that many young graduates find it difficult to start their lives after their first degrees, noting: “If I am fortunate to get the scholarship, it will be easier for me to access opportunities which I may not otherwise have been able to get on account of financial challenges. So, the NDDC is helping the youths to kick start their lives.”

Ephraim, Gbara and Isikema shared their thoughts after participating in the computer-based test, conducted by the NDDC for five thousand selected applicants for its Foreign Postgraduate Scholarship programme at the Information and Communication Technology Centre of the Rivers State University, Port Harcourt.

Giving more insight into the scholarship programme, the NDDC Director for Education, Health and Social Services, Dr George Uzonwanne, said that the Foreign Post- Graduate Scholarship Scheme, which was started in 2010, was meant to provide advanced training in key areas for Niger Delta youths.

He said: “The Scholarship Programme will equip our young people with relevant training and skills for effective participation in the local content programme of the Federal Government, as well as enable them acquire specialisation in their fields of study to compete globally in various disciplines.

Uzonwanne noted that over 20,000 graduates registered on the Commission’s portal for this year’s Foreign Postgraduate Scholarship programme, out of which 5,000 applicants were selected for the computer-based test.

According to him, “the NDDC has sponsored 2,708 scholars at both Masters and Ph.D. levels since the inception of the programme in 2010. Due to funding constraints, this year’s foreign postgraduate scholarship will be limited to the Master’s Degree category.”

The Director remarked that the Commission initially focused on disciplines related to the activities of the oil and gas industries. This, he said, was modified in the light of current situations in the country and the world. “The challenge of climate change and pollution and the need to sustain our environment, made it necessary for us to add other disciplines that we believe have a sustainable market. For instance, the Niger delta has huge potentials for tourism and we want to prepare the crop of people that will run these industries,” he said.

Uzonwanne stated that development indices of any country depended on the level of education of its populace, adding that the NDDC had a duty to build human capacity in the Niger Delta region in those areas that hold the key to the future.

He explained that the initial focus on science disciplines was because of a noticeable deficiency in the oil industry, which made it difficult to employ young graduates from the region in that critical sector. He stressed: “You know we have a lot of gaps in our oil and gas sector, and that is what we desire in the Niger Delta region and Nigeria at large.”

Uzonwanne underlined the need to position young graduates from the region to compete globally in various professional fields, noting that before now, the oil and gas industry had discriminated against the fresh graduates whom they dismissed as not possessing requisite qualifications. “We also need to encourage our youths to show interest in engineering for the sake of our projects. We need qualified engineers that can manage our projects just as in agriculture, environmental science and other science related courses,” the director said.

He expressed optimism that the transparent process adopted in selecting beneficiaries of the foreign scholarship scheme would continue to produce first class performers.

Providing further information, the NDDC Deputy Director, Education, Mrs. Idara Akpabio, explained that the successful applicants for the Computer Based Test were drawn from all the nine Niger Delta states and they were put through several test sessions spread over three days.

She noted that to be eligible for the scholarship, a scholar must hail from the Niger Delta region and have achieved a First Class Degree, Second Class Upper, or Lower Division.

She stated that the scholarship programme covered disciplines in engineering; including Biomedical, Software, Marine, Mechanical, Electrical/Electronic and Robotic Engineering. “Others are Information Technology, Artificial Intelligence, Math/Sciences, Medical Sciences, Hospitality Management, Law, Architecture and Environmental Science.”

The Project Consultant, Mr. Godson Ideozu commended the management of the NDDC for sustaining its postgraduate scholarship scheme and giving hope to the youths of the Niger Delta through the programme,

Ideozu gave kudos to the Commission for making the process of selection open and transparent, stating that the essence of electronic testing was to ensure accountability in the process. He explained: “The whole idea of making it electronic is to ensure that the candidates can actually see their results immediately. There is no room for anybody to change your score since your picture and details are in the system, after writing the examination your score is reflected immediately before leaving the hall.”

Ex-Bauchi deputy governor dies at 69

Former Deputy Governor of Bauchi State, Audu Sule-Katagum, is dead. He was 69.

His death was announced on Saturday by Shamsuddeen Lukman Abubakar, who served as his digital and creative media aide.

Katagum passed away in the early hours of Saturday. His death has drawn condolences from political leaders and traditional institutions across Bauchi State.

He served as deputy governor between 2018 and 2019 under former Governor Mohammed Abdullahi Abubakar. Before that, he was Chief of Staff at the Bauchi State Government House.

“Inna Lillahi Wa Inna Ilaihi Raji’un. It is with profound sadness that we announce the passing of Arch. Audu Sule Katagum, Wazirin Katagum and former Deputy Governor of Bauchi State,” Lukman said in a statement.

“The deceased passed away in the early hours of today after a life of dedicated service to his community, Bauchi State and the nation,” he added.

Lukman said funeral arrangements would be announced by the family. He also prayed for the late deputy governor.

“May Almighty Allah forgive his shortcomings, grant him Aljannatul Firdaus, and give his family, friends and associates the fortitude to bear this great loss. Ameen,” the statement read.

Beyond politics, Katagum held the revered traditional title of Wazirin Katagum, a position that gave him strong influence within the Katagum Emirate.

He was the son of the late Alhaji Sule Katagum, Nigeria’s first Chairman of the Federal Public Service Commission, who also once held the Waziri title.

Obi Donates Additional ₦25 Million to Shanahan University

The Presidential Candidate of the Nigeria Democratic Congress (NDC), Mr. Peter Obi, has made a further donation of ₦25 million to support the development of Shanahan University, Onitsha, Anambra State.

Presenting the cheque, the Shanahan Hall of Holy Trinity Basilica, Onitsha yesterday, Mr. Obi reiterated his firm belief that investment in education remains one of the most effective ways of building a productive and prosperous society. He reminded the students that education is not merely about acquiring certificates but about developing the knowledge, character, and skills necessary to contribute meaningfully to society. He urged them to take their studies seriously and strive to become responsible leaders capable of transforming Nigeria for the better.

Speaking during the event, Rev. Fr. Basil Ekwunife, expressed profound gratitude to Mr. Obi for his continued concern for humanity and his consistent support for educational and social causes. He commended Obi’s remarkable energy, dedication, and commitment to nation-building, noting that such qualities have distinguished him in public life. According to him, Obi possesses the vision, discipline, and capacity required to lead the nation and deploy the same passion and energy he has demonstrated in private and public service for the good of the country.

The Vice-Chancellor of the University, Rev. Fr. Prof. Josephat Oguejiofor, also thanked Mr. Obi for his continued support for the institution. He recalled the numerous ways Obi has assisted the university since its inception, stressing that what makes his interventions particularly remarkable is that they often come without solicitation. He described Obi as a genuine friend of education whose actions consistently reflect his commitment to the advancement of society.

Prof. Oguejiofor explained that the vision of Shanahan University is to produce graduates who are not only academically sound but also morally upright and socially responsible. He emphasized that the institution is committed to nurturing individuals who will function optimally in society and contribute meaningfully to national development.

Mr. Obi was accompanied on the visit by Professor Chinyere Stella Okunna and Professor Patrick Obi, among others.

Enugu Wins Infrastructure, IGR Awards at BusinessDay States Competitiveness Awards 2025

Enugu State has shone brilliantly at the BusinessDay States Competitiveness and Investment Readiness Awards (SCIRA) 2025, carting home the Infrastructure Development Competitiveness Award and Outstanding Performance in Internally Generated Revenue (IGR) Award.

Governor Peter Mbah, represented by the Commissioner for Works and Infrastructure, Engr. Ben Okoh and the Executive Chairman, Enugu State Internal Revenue Service (ESIRS), Mr. Emmanuel Nnamani, received the awards on behalf of the state government in Abuja, Thursday night.

Presenting the awards, the Publisher/CEO of BusinessDay Media Limited, said Governor Mbah had impacted public infrastructure in a way that goes beyond just playing politics.

“In the last six months, I have had the opportunity of travelling to Enugu three times. The first time I visited in January, my taxi driver was eager to take me around. That caught my imagination. I began to ask questions and I began to look around.

“One thing I found especially quite interesting was that Governor Mbah did not set aside everything that he met, which could have been a waste of public resources. He looked at what is good and he rebuilt them; the ones that were not completed, he completed them.

“Two things that struck me because I had to ask a question, where does he get the money? I saw good roads, and I don’t mean good roads in the major highways, I mean good roads even in the communities that are far away from the prime areas of the state capital, Enugu.

“I thought that that is a very good example of a private sector person, who knows what to do with resources, because if you use resources well, you get more from little and that is what the governor has done. And for that, Governor Mbah is receiving this award. He has impacted public infrastructure in a way that goes beyond just playing politics,” he stated.

Speaking, Engr. Okoh thanked BusinessDay for recognising the Mbah Administration’s efforts at rewriting the narrative of the state, stressing that Enugu had a lot of success stories to tell in just three years.

He, however, described the awards as a motivation to do more, noting, “as the governor always says, you ain’t seen nothing yet.”

Okoh went on to reel out some of the achievements of the administration, saying that “Enugu State has witnessed an unprecedented infrastructural revolution, the type we have never seen since the advent of this present democracy in 1999.”

“Projects that were inherited even from governments that left office in 2007- for instance, the International Conference Centre, Mbah has completed it. Hotel Presidential, the flagship hotel of the old Eastern Region, and the Nigergas Company, which has remained moribund for over 30 years, have been revived.

“Being the commissioner for Works and Infrastructure in the state, I can stand here confidently to say that no government since 1999 achieved what Governor Mbah has achieved in three years.

“I can say that in terms of road construction, in just three years, we have done far more than double what any other government did in eight years. No government in Enugu since 1999 did up to 600Km of roads in eight years.

“Under Governor Mbah, we have 267 smart schools across the state and 260 Primary Healthcare Centres to our credit.

“We are developing the New Enugu City, a world-class smart city. The present Enugu City is about 14,000 hectares, while the New City is approximately 10,000 hectares. To put this in perspective, the New Enugu City is almost the same size as Paris, Milan or Barcelona, making it one of the largest planned urban developments in Africa.

The New Enugu City is also larger than Manchester or the entire Phase One of the Federal Capital City, Abuja, which comprises the districts of Asokoro, Maitama, Maitama Extension, Wuse I (Zone 1 – 7), Wuse II, Garki I (Area 1 – 11), Garki II, the Central Business District, Three Arms Zone, Guzape I, and Guzape II.

This is the first time a state in Nigeria would be undertaking an integrated infrastructure development, which is what we have in the FCT where all the facilities in the modern city are underground, and telecommunications lines- the fibre optics, the electrical cables, water pipes, everything is underground. It is not just a vision; the projects are already ongoing.

“There is no particular sector that Governor Peter Ndubuisi Mbah has not touched, be it tourism, security, agriculture, education or even transport sector where the administration floated Enugu Air, built five ultramodern transport terminals and launched over 150 CNG buses,” he said.

It is also recalled that the Mbah Administration has disrupted the state’s IGR space, where he used reforms and technology to grow the state’s IGR exponentially from N26.8bn in 2022 to N37.4bn in 2023, N180.5bn in 2024, and N406.7bn in 2025, with tax revenue accounting for just N51.5bn or 12.6 per cent of the 2025 IGR proceeds.
